Here’s a guide on how to register your company in Dubai Municipality. Every food product manufactured or imported into Dubai must be registered with Dubai Municipality. Food Safety Department – Dubai municipality regulates the registration process under the food control department – Food Import Re-export Service (FIRS) System.

But as an initial step prior to registering products, applicants/companies (local manufacturers/importers) must be registered and activated with the Dubai Municipality/FIRS System in order to avail of the services. 

Before we get into the steps, prepare the below-required documents and details:

  • Valid Trade license copy – Applicants must be a company incorporated in UAE and must have a trade license related to food activity.
  • Identity/residency documents of shareholder/s: Partner/Manager’s Emirates ID
  • Company Address, Mobile, Email, Landline, P.O. Box.

How to register your company with the Dubai Municipality?

For Admin Account

  • Login to the Dubai Municipality portal and create an account for the company.
  • You will be required to fill in the details to register the company and Admin user and attach the required documents and accept the terms & conditions to proceed.
  • Company details such as License number, issuing authority, company address, license members, importer code, attachments, etc. 
  • User details such as Personal details, Identity details, address details, attachments, contact details, verification of contact number/email, etc. 
  • Once details are filled out/validated, you will receive a registration confirmation notice with a reference number.
  • Then the Dubai Municipality team needs to verify and approve the details entered. After approval, the user will receive further login steps in the registered email address
  • Users can set the account password as per the instruction provided and a confirmation notification will be sent to the user.
  • You can now log in to the portal with the credentials set.

For Business Account

  • In order to avail of business services offered by Dubai Municipality, only Business users can be assigned a set of services and roles. Hence a business user profile must be created in the portal by the company admin.
  • Log in to Admin User and select the Management of Company user
  • Add the sub-user details and select the required services & roles (related to Food Products)
  • You will receive a Business user registration confirmation via the registered email with instructions to set the password. (Note: A different Business user id and password will be required from the Admin login details).
  • After receiving notification once again, you can now access the E-services in the Dubai municipality.

Registration with FIRS System

Upon completion of the previous steps, an email can be sent to the Food Trade Control section of Dubai Municipality with the below documents to activate the FIRS services.

  • UAE Trade License copy
  • IRS Application form with the signature and company stamp
  • Emirates ID of the company representative person.
  • Authorization Letter (Official authorization letter provided by the company to Dubai Municipality Food Safety Department with the declaration of the company person in-charge details who is concerned to follow all the cases which belong to the food trade control section.

Food Trade Person In Charge

Dubai Municipality has announced that only authorized Food Trade PIC will be accepted to follow up on imported consignments with Dubai Municipality, Food safety department.

First, at least one person from the company has to be nominated and must apply for PIC training by Dubai Municipality and pay the fees before the company registration in the FIRS portal

 or provide an undertaking letter ( with company letterhead and stamp ) that one person from the company will apply for PIC training within three months of the current date. 

Label Assessment and Food product registration

After registration in the FIRS system, you need to apply for label assessment for the food item that is locally produced or you wish to import.

Food Import

To import food by Dubai ports, the company needs to pay a security deposit of 15,000AED to activate the (importing food item) activity.
