How to register honey products before importing to the UAE market, scope of certification, registration process, its requirements and more.
Registration of Honey Products before Importing to the UAE is mandatory. The UAE government has introduced the Emirates Conformity Assessment Scheme (ECAS), as a mandatory regulatory program for Honey products marketed in the UAE. Before importing honey to the UAE for retail, it is necessary to go through the registration process on a federal level with Ministry or Industry and Advanced Technology under the Emirates Conformity Assessment Scheme (ECAS)and on local level with Dubai Municipality.
What is the Emirates Conformity Assessment Scheme or Certificate of Conformity?
The service is available by the Ministry of Industry and Advanced Technology (previously known as ESMA). Issuance of Conformity certificate for Honey complying with the UAE Assessment Scheme (ECAS) According to the technical requirements of cabinet resolution No. (49) for the year 2016.
What are the Steps to register to Dubai Municipality – FIRS?
- Register your company in Dubai Municipality – FIRS system
- Login to your account
- Upload required details and documents
- Pay due fees
What are the required documents
- UAE Trade license with relevant activity (honey trading activity)
- Product image
- Product label (in English and or Arabic)
- Product samples(upon request)
Validity of certificate: 5 years
Registration timeframe: 22-30 working days
Scope of Certification:
- Blossom or nectar honey: honey is produced from the blossom nectar of plants.
- Extracted Honey: This is obtained by centrifugal force from honey-comb which is open and free from any of the insect growth phases.
- Pressed Honey: This is obtained by pressing honeycomb which is free from any of the insect growth phases.
- Honeydew Honey: This is honey that is produced from the secretions of insects feeding on living sap (Hymenoptera) or feeding on the secretions of the living parts of plants.
- Dried Honey: This is obtained by drying honeycomb which is free from any of the insect growth phases.
- Comb Honey: is honey that has been stored by worker honey-bees in newly formed waxen honey-comb cells which are free from any of the insect growth phases and is sold inside the closed honeycomb in the form of a complete comb or as parts of it.
- Honey-Comb Sections or Blocks: of it in liquid honey is honey which contains honey on one or more combs.
- Filtered Honey: is honey that has been obtained by filtering honey to clear it of grains of pollen.
- Crystallized Honey: Liquid honey which has crystallized under normal crystallization conditions because of glucose crystallization, the granules are fine homogeneous particles in size and soft in texture.
Standard: UAE.S GSO 147:2017 Honey
Requirements for Registration of Honey Products:
- Valid UAE Industry/Trade License.
- Product Sampling according to UAE.S GSO 126:1990.
- Test Report from accredited and recognized laboratory as per the technical requirements mentioned under: UAE.S GSO 147:2017.
- Validity of Test report should be less than 3 Year.
- Distributor ownership (for Traders only).
- Declaration for the followings:
• Food additives are not added to the Honey.
• Natural and artificial sweeteners are not added.
• The Honey is not heated or treated to the limit that changes its formulation or reduce its Quality.
• Not treated chemically and or bio-chemically. - Electronic Declaration of Conformity.
- Certificate of GHP/ or GMP or FSMS for the manufacturer.
- Organic Certificate from ESMA or any recognized body from MOCCAE if the product declared as organic.
- Label of the Product.
- Fees.
Timeframe for Registration: 5-6 working days.
Service Limitations: Applications will be canceled after 6 months without completing the requirements by the Applicant.
Validity of Certificate: 1 Year

Honey Products are regulated on the Federal level by the Ministry of Industry and Advanced Technology under the scheme ECAS (Emirates Conformity and Assessment Scheme). Further, it is to be listed in ZAD and/or IRS (Dubai Municipality system).
For the processing of certification, it’s required to have a UAE trade license (free zone or mainland). If you don’t have a local presence yet; however, you intend to export-import using the local distributor, consequently, a trade license of the distributor will be required.
