Operating a commercial drone business involves obtaining the appropriate business license as well as regulatory approvals from aviation authorities. In the UAE, the relevant business activity is classified as “Unmanned Aerial Vehicle (Drone) Service,” which includes firms operating unmanned (UAV) and drones to provide various aerial services, such as aerial photography, aerial advertising, air shows, photogrammetry, inspection, surveillance, spraying seeds and fertilizer, wildlife protection, weather forecasting, firefighting, and more.

To legally operate, you will need:

  • A commercial license from a UAE licensing authority, either mainland authority or a Free Zone, depending on your business model and location preferences.
  • Drone registration and operator permits from the General Civil Aviation Authority (GCAA), which regulates all UAV operations across the UAE to ensure safety and compliance.
  • In some Emirates, such as Dubai, additional permissions from the Dubai Civil Aviation Authority (DCAA) or Ministry of Interior (MOI) may be required for specific operations or airspace usage.

Other Important Considerations:

  • Only GCAA-approved drones may be used for commercial purposes, and all flights must comply with national airspace regulations.
  • If your drone business involves import, sale, or repair of drones, additional licensing and approvals will apply.
  • If you are on a residence visa sponsored by an employer or family member, a No Objection Certificate (NOC) may be required to obtain the business license.
