- Nicotine pouches are small, disposable sachets, typically the size of a folded tissue, designed to be placed between the lip and gum. They deliver nicotine through oral mucosa absorption without requiring smoking or chewing tobacco
- Nicotine is an addictive substance. These pouches release dopamine, the ‘feel-good hormone’, which helps reduce cravings and withdrawal symptoms, thereby aiding smoking cessation.
- One benefit is the absence of smoke inhalation, which significantly lowers the risk of lung damage compared to traditional smoking.
- Nicotine pouches offer a smoke‑free nicotine delivery method with strong addiction potential, especially when high‑strength.
Nicotine Content and Concentration:
Nicotine pouches vary in strength, typically offering 1–10 mg per pouch, though stronger versions can reach upwards of 50 mg, and in some unregulated markets, even 150 mg. In the UAE, the maximum nicotine content per pouch is 20mg.
Age Restriction
Under the UAE’s upcoming national standards and relevant cabinet resolutions, nicotine pouches are classified as a controlled product, and are:
- Strictly prohibited for sale to persons under 18 years of age
- Intended for adult use only (18+)
Product Packaging
- The packaging must include specific warnings and design elements in compliance with the UAE.S 5061:2024 standard and Cabinet Decision No. (2) of 2025.
- Any manufacturer or distributor must design, label, and market nicotine pouches in a way that clearly identifies the product as restricted to adults (18+), avoids any elements that appeal to minors, such as cartoon imagery, pop culture icons, or playful designs etc.
- Labels must carry health warnings in both Arabic and English. Warnings may include messages such as: “This product contains nicotine which is a highly addictive substance.”
Non-compliance can result in:
- Product recalls or removal from shelves
- Fines for the importer/distributor
- Suspension or revocation of ECAS certification
Who must register/certify the products?
- All nicotine pouches products manufacturers and Traders
Regulation/ Certification requirements
As per the recent update from the Ministry of Industry and Advanced Technology, the nicotine pouches each now require 3 separate certifications.
- The Conformity Certificate for the evaluation of nicotine pouch labelling.
- The Conformity Certificate for compliance with health and safety requirements.
- Food Contact Material (FCM) certificate – (which has recently been introduced by the ministry and is mandatory alongside the product and label certificate for nicotine pouch products.)
Document requirements:
Each of the above certifications requires a different set of documents to proceed with the certification, however, below are some of the common documents required:
- UAE Trade License (with relevant activity)
- Product label as per the standards
- Test report
- GMP compliance
- Distributor Ownership (for traders only)
Registration Timeframe: 7-14 working days once all required documents are in place.
