A Dual License in the UAE refers to a business setup model that allows you to open business in a Free Zone and operate legally in the mainland through a second license issued in coordination with the DED. This option allows you to operate in both Free Zone and mainland under a unified structure. This is available only in select Free Zones and you will receive two licenses under one setup (each with its own cost). Most packages include a flexi-desk or virtual office as well.
Regardless of the license type, you will need a customs code linked to your trade license in order to import goods into the UAE. Importing is permitted under both Free Zone and Mainland structures, provided your license includes “Trading” / “Import/Export” activities.
Certain product categories require prior registration and approval before being sold in the UAE. This applies particularly to health-related, consumable, or regulated goods (e.g., cosmetics, supplements, food, etc.). Unregistered products may be blocked at customs and restricted from being sold in the UAE.
