The approval of the Legal Affairs Department is a mandatory requirement for all jurisdictions in Dubai when setting up a legal consultancy or law firm. The UAE government grants licenses only to applicants who can demonstrate sufficient knowledge and expertise to advise on UAE laws and regulations.
Under Article 9(e) of Bylaw 236 of 2015, non-UAE nationals seeking to establish a legal consultancy firm must demonstrate ten consecutive years of legal experience. Additionally, they must provide evidence that their firm will offer unique legal services not already provided by existing firms, or show that there is significant demand for these services in the Emirate of Dubai.
What are the requirements?
Requirements for a Sole Establishment Legal Consultancy Firm License:
- A Bachelor’s Degree in Law, certified by the UAE Ministry of Higher Education (legalized if obtained outside the UAE).
- Legal experience letter(s) from entities where the experience was gained, showing at least ten years of legal experience.
- A professional business plan detailing the unique legal services or demand for such services, with supporting evidence.
For Legal Consultant Registration:
- Valid Passport
- Valid Emirates ID
- CV
- Legalized evidence of professional legal qualification or a legalized academic qualification in law, along with legal experience letter(s).
- A recently taken passport-sized photo (professional attire, white background).
In addition to the license fees, which depend on jurisdiction, office, and staffing requirements, the Legal Affairs Department license fee is AED 3,000, and the legal consultant registration fee is AED 2,000.
