In June 2013, the Dubai Maritime City Authority (DMCA) implemented a resolution requiring all marine boat owners (pleasure craft, jet skis, and commercial vessels) to apply for a certified marine craft driving license to drive a boat or jet ski in the waters of Dubai. This includes boat owners or crew members of vessels registered in other emirates or abroad.
PREREQUISITES
🔹Medical fitness certificate from an approved medical center
🔹 Aged 16 or older
Marine craft driving licenses are divided into multiple categories including:
🔹Pleasure marine craft driving license
🔹Commercial marine craft driving license
🔹Traditional marine craft driving license
🔹Fishing marine craft driving license
🔹Marine boat driving license

EQUIVALENCY OF MARINE CERTIFICATES AND LICENSES
For DMCA to issue all types of licenses and permits for marine professions, the applicants should have completed specialized courses at certified training centers inside UAE or overseas. Applicants holding foreign certificates must request a certificate or license equivalency by submitting the required documents online.
📌REQUIRED DOCUMENTS
🔹Marine crew licensing application form.
🔹Recent personal photograph with a white-color background.
🔹Original Emirates ID card and passport copy for UAE Nationals, or original Emirates ID card, passport copy, and valid residence visa for expatriates.
🔹Original copy of medical fitness certificate issued by DMCA-certified medical centers.
🔹Original qualifying courses completion certificate issued by DMCA-certified training centers in the UAE or original copy of license/certificate equivalency form.

NOTES:
🔹 The equivalency certificate is valid for one month as of the date of approval.
🔹 DMCA provides, directly through its offices or certified centers, theoretical and practical test services as well as assessment of holders of foreign or expired certificates and others, to ensure that the customer is competent in all marine craft driving requirements, laws, and regulations applicable in the Emirate.
PLEASURE MARINE CRAFT DRIVING LICENSE
DMCA may issue pleasure marine craft licenses for the following categories:
🔹Pleasure marine craft license for craft up to (12) meters.
🔹Pleasure marine craft license for craft up to (24) meters.
🔹Pleasure marine craft license for craft exceeding (24) meters.
🔹Pleasure marine craft temporary driving license (visitor license)
Required Documents for issuance of Pleasure Marine Craft Driving License for crafts up to 12M, 24M, and greater than 24M:
🔹Marine crew licensing application form;
🔹 Recent personal photograph with the white-color background;
🔹Original Emirates ID card and Passport copy for UAE Nationals, or original Emirates ID card and copy of Passport and valid residence visa for expatriates;
🔹 Original Copy of medical fitness certificate issued by DMCA certified medical centers;
🔹Original qualifying courses completion certificate issued by DMCA certified training centers in the UAE, or original copy of license or certificate equivalency form;
Note: The Pleasure Marine Craft Driving License can be issued for 5 years or temporarily(3 months).
Processing time varies depending on the procedure, type of requested license, and experience certificates.
Following the requirement of the medical certificate, also you can add the applicants’ minimum age of each boat size license, and the requirements of the commercial boat license as well.
