The Abu Dhabi Quality and Conformity Council is responsible for the development of Abu Dhabi Emirate’s Quality Infrastructure, which enables Industry and regulators to ensure that products, systems, and personnel can be tested and certified to UAE and International Standards.

Certified products by QCC receive the Abu Dhabi Trustmark or Registration Certificate. The Certificate and the Trustmark of the QCC are designed to communicate that a product or system conforms to various health, safety, performance and environmental standards that are set by Abu Dhabi regulators.

Pre-Packaged Dairy Products and Bakery Products Regulation in Abu Dhabi

The Certification Scheme is applicable to dairy products and bakery products intended for human consumption. Applicants must hold a valid commercial license for the supply, distribution, and/ or sale dairy and bakery products within the UAE. Initially, the certification scheme will only be applicable to products which are manufactured in Abu Dhabi Emirate.

General Requirements

At minimum, the applicant shall provide the following to the evaluated:

• UAE Commercial License
• Authorization Letter from the Manufacturer to deal with the product(s) seeking certification (if applying on the manufacturer’s behalf).
• The scope of product(s) applying for certification
• Applicant company profile including a profile of the manufacturing/packaging facility
• Manufacturer declaration conformity to the certification scheme requirements
• A description of Quality Management System utilized by the applicant, manufacturer/packaging facility.

Product Description including but not limited to the following data

• Product Photos
• Product Manufacturing process and packaging details along with production process flowchart
• Product labeling details in compliance with the  relevant UAE standards
• Test Report from accredited testing laboratory (valid within 1 year); if deemed necessary, provide sample/s of the cosmetic product to be submitted to a recognized laboratory for verification testing.

Specific Requirements

• The applicant shall implement a HACCP or ISO 22000 Food Safety Quality Management System certified an accredited and/or peer assessed certification body
• In absence of  HACCP or ISO 22000 Food Safety Quality Management System, the applicant shall provide a declaration letter that the final products are produced through the implementation of Food Safety Quality Management System which will be evaluated thoroughly by the QCC evaluator during the QCC product certification process

• The applicant shall provide the QCC with a report issued from the competent food safety authority demonstrating hygiene compliance with the scope of food safety regulations related to the product(s) intended for certification. A history of compliance must exist for not less than the shelf life of the product(s) applying for certification
• The product(s) applying for QCC certification shall have been issued a laboratory test report(s) from an ISO 17025-certified and/or QCC recognized laboratory covering all standards applicable to the product including and not limited to; labelling requirements, additives and contaminants profile.

Note: Certificate holders are required to inform the QCC of any intended change or modification to the product(s), manufacturing processes, manufacturing site(s) or, if relevant, the implemented quality system(s), which would affect the conformity of the product(s) to the certification scheme requirements.
