In the UAE, the Ministry of Human Resources and Emiratisation (MOHRE) plays a vital role in overseeing the workforce and regulating the employment process for both the private and public sectors.
If you operate your business anywhere in the UAE, your company must set up a payroll system. Paying your employees correctly and regularly is necessary regardless of how many employees you have in your office, organization, or factory.
The payroll processes do not end with simple pay slips and payouts as payroll is governed by several rules and regulations which differ from country to country. It is essential to maintain records of all the payroll transactions for each employee that you have, which should include at least the following:
- Statements of the payroll
- Statements of payroll slips
- Payroll payout slips
- All the pay sheets
- Payroll registers
- Profiles of each employee
- Track of total employees with entries and exits
- Records of all Pay Heads and the breakups
- Gratuity
- Compensations, Claims, and Bonuses
- Tax deductions and tax statements
- Wage Protection System (WPS)
What is a Wage Protection System (WPS)?
The government of the UAE introduced the Wage Protection System in 2009. It was an innovation of the Ministry of Human Resources and Emiratisation (MOHRE) in association with the Central Bank of UAE to make payments and wage distribution easier and to ensure that companies meet their obligations to pay their employees promptly and that workers’ rights are justified.
The Wage Protection System (WPS) is an electronic salary transfer system that allows organizations in the private sector to pay their employees’ wages via banks, bureau de change, and approved financial institutions.
Most of the companies in the UAE are mandated to adopt the WPS. However, the following categories of Employers and or establishments will be excluded from the Wage Protection System (WPS) compliance requirements:
1. Fishing boats owned by nationals
2. Public taxis owned by nationals
3. Banks
4. Houses of worship
How to register with WPS?
MOHRE provides companies with a tool to create salary files, which need to be sent by companies to their respective banks to distribute salaries to employees. The file contains salary information of employees based on the agreed-upon contracts and helps MOHRE ensure that workers are paid. This system is available online at www.mohre.gov.ae.

1. Is paying wages through WPS mandatory?
According to the Ministerial Decree No.788 of 2009 on Protecting Wages of the UAE Ministry of Human Resources & Emiratisation, it is mandatory to adhere to WPS.
