Biocide Products Registration in Dubai is mandatory. Here’s a step-by-step guide on what are the required documents for registering your products with the Dubai Municipality.
What are Biocides?
A biocidal product refers to any substance or preparation containing one or more active substances, put up in the form in which they are supplied to the user with the intention of destroying, deterring, rendering harmless, preventing the action of, or otherwise exerting a controlling effect on any harmful organism by any means other than mere physical or mechanical action.
Biocides Products include :
- Products for human hygiene – example: Hand sanitizers, Antibacterial personal care products.
- Disinfectants for surfaces/materials/equipment/furniture (not for direct application to humans/animals) – example: floor disinfectant, multipurpose disinfectant products.
- Products for Veterinary hygiene – example: Disinfectant products used on farms
- Products for disinfection of food and feed area – example: Hard surface disinfectant in slaughterhouse, vegetables/fruit disinfection products
- Water disinfection products for use in fountains, swimming pools
- Insect repellants sprays & creams
Regulation
Biocides are necessary for controlling organisms that are harmful to human or animal health and for microbial control of natural or manufactured materials. However, due to their intrinsic properties and associated use patterns, these products can cause damage to the health of humans, animals, and the environment. Hence, the Biocidal Products regulation has been developed to ensure a high level of protection for the products to be made available on the market and used.
Dubai Municipality mandates that no product shall be manufactured, imported, exported, advertised, or sold in Dubai unless it has been registered in the Montaji system following the regulation.
Dubai Municipality Product Registration (BIOCIDES)
Applicants(local manufacturers/importers) must be a company incorporated in Dubai and must have a trade license in Dubai indicating activities related to Biocides and shall be responsible for the safety and performance of the product.
What are the documents required?
UAE Trade License
UAE Company under which the products are supposed to be registered
Passport Copy of the Shareholders
High-resolution passport copy of the shareholders of UAE Company
Free Sale Certificate
A certificate is mandatory for products manufactured outside the UAE; stating that the product is manufactured and can be freely/safely sold in the country of origin. It has to be issued from the related government sector or attested from the government sector in the country of origin.
Ingredient Report
Document issued by manufacturer declaring the ingredients with the concentration in percentage.
Lab Test Report
Reports from accredited labs to demonstrate efficacy and compliance with the recommended limits set by authorities of the biocide products. Dubai Municipality may request further test reports depending on the product and its ingredients.
Safety Data Sheet
Detailed informational document prepared by the manufacturer or brand-owner of a hazardous chemical and compliant with Globally Harmonized System (GHS).
Product Artwork
All information included on the labels must be accurate and shall be in English and/or Arabic language. The label should indicate brand name, product name, size/weight of the product, manufacturer details, country of origin, direction and indication of use, ingredients, health warning/hazard information, barcode, production/expiry dates, storage, batch number.
B2B/Professional use products label must include the hazard symbols according to GHS.
GMP Certificate
Certificates are issued from certified bodies to ensure that products are consistently produced and controlled according to the quality standard.
Product Samples
Product samples may be requested for submission either through assessment and registration or Laboratory testing.
What are the Steps in registering the products?
- Register the company on Dubai Municipality’s official website
- Prepare the Required Documents
- Submit the Application in the Montaji portal
- Pay application fees
- Document review and verification by the regulatory authority
- Obtain Approval
Registration Timeframe
20 – 30 days, depending on the product, ingredients used in the product, and requirements of the lab test.
Validity
The product registration certificate with Dubai Municipality is valid for 5 years from the date of issuance.
